By the end of this lesson, you will be able to:

  • Describe the six components of a Responsible AI Adoption Plan and explain what each one requires of your project (K1, K2, K3, K15, K26)
  • Produce a structured Risk Register that identifies key legal, ethical, technical, and change management risks with likelihood, impact, and mitigation for each (K2, K15, S2)
  • Integrate the outputs from Modules 1 and 2 — your business case, stakeholder work, legal self-assessment, workflow map, and responsible design decisions — into a coherent, actionable governance document (K1, K2, K3, K15, S1, S2, B1, B2)
  • Articulate your project's compliance position honestly — distinguishing between what is confirmed compliant, what is uncertain, and what requires further action (S2, B1)

Bringing the module together

You have spent Module 2 building the foundations of responsible AI practice. Unit 1 gave you the human dimension — the impact of automation on the people around it and the professional responsibility to engage with that impact honestly. Unit 2 gave you the legal framework — the specific obligations your project must satisfy and the habit of flagging what you know, what you do not know, and who needs to be involved. Unit 3 gave you the design layer — what responsible AI actually looks like in the architecture of a system, and what happens when it is absent.

This lesson is where those foundations become a document.

The Responsible AI Adoption Plan is not an administrative exercise. It is a professional record of how you have thought about your project — evidence that you have applied the knowledge and skills from this module to a real situation, in a way that a senior colleague, a client, or a regulator could examine and understand. It is also, practically, the document that unlocks the next phase of your project: with a completed plan, you and your organisation have the information needed to decide whether to proceed, on what terms, and with what safeguards.


What to bring to this activity

Before working through the six components below, gather the following documents:

  • Your AI Opportunity Business Case from Module 1 — this is the foundation the plan extends
  • Your Stakeholder Wellbeing Summary from Unit 1 (with the Legal Considerations section added in Unit 2)
  • Your Unit 2 Legal Self-Assessment — all four sections, including all flags
  • Your annotated workflow map from Unit 3 — with human oversight checkpoints, data handling annotations, error recovery paths, and ethical design decisions
  • Your Unit 3 Leadership Context Brief — the first draft of how you will communicate this plan to a senior stakeholder

You are not rewriting these documents. You are synthesising them. Each component of the plan draws on a specific set of previous outputs and adds the integration layer.


Component 1 — Stakeholder Impact Summary

What this component covers: Who is affected by this automation and how? What did your stakeholder work reveal? What design decisions did you make as a result?

What to draw on: Your Unit 1 Stakeholder Wellbeing Summary, your stakeholder interview or perspective analysis, your workflow map annotation (particularly the ethical design decisions layer).

What it should demonstrate: That you have engaged genuinely with the human dimension of your project — not just identified who is affected but understood what that means for how the system should be designed. The most valuable entries in this section are specific: a particular concern raised by a specific person, and a specific design change that resulted from it.

🔑 Key term: Stakeholder impact — the totality of effects, intended and unintended, that an AI deployment has on the people directly and indirectly involved, including job role changes, skill requirements, workload shifts, psychological impact, and changes to professional identity.

A strong Stakeholder Impact Summary names the people affected (by role, not necessarily by name), describes the nature of the impact, and records what the practitioner did in response to that impact — whether through design changes, consultation commitments, or escalation to a decision-maker with appropriate authority.


What this component covers: Based on your Unit 2 Legal Self-Assessment, what is your current compliance position? What has been confirmed as compliant, what requires further action, and what organisational sign-offs are needed before deployment?

What to draw on: Your complete Unit 2 Legal Self-Assessment (all four sections), all flags you raised, and any follow-up conversations or research you have conducted since.

What it should demonstrate: Honest, accurate representation of your compliance position — not a presentation of certainty you do not have. The three categories to cover are:

Confirmed compliant: Areas where you have identified the relevant legal framework, established the lawful basis or compliance approach, and have sufficient confidence that the design meets the requirement.

Requires further action: Areas flagged in your assessment where you identified a risk or uncertainty that has not yet been resolved. For each, name the specific issue and the specific next step — who needs to be consulted, what decision needs to be made, what documentation needs to be produced.

Organisational sign-offs needed: Decisions that are not yours to make — involving your DPO, HR, legal team, line manager, or another authority. Be specific: what is the question you need them to answer, and by when does it need to be answered for the project to proceed?

The distinction between these three categories matters more than it might seem. A plan that presents everything as 'confirmed compliant' when it is not is a liability — both to your organisation and to your professional credibility. Gaps acknowledged honestly are more impressive than false certainty, because they demonstrate that you understand the framework well enough to know where your knowledge ends. The plan does not need to resolve every uncertainty. It needs to be accurate about where the uncertainties are.

Component 3 — Responsible Design Decisions

What this component covers: A summary of the key ethical and governance choices you made in designing your solution, with rationale for each.

What to draw on: Your annotated workflow map, your Unit 3 case analysis reflection, and the safe agent adoption principles from Lesson 2 of this unit.

What it should demonstrate: That the ethical and governance considerations from Modules 1 and 2 are visible in your design — not just described in a document but reflected in specific choices. For each decision, the structure is: what the choice was, why it was made (the ethical or governance rationale), and what the alternative was that you chose against.

Examples of the kind of decisions to document:

  • Choosing to include a human review step that slows throughput, because the output affects a person in a way that requires genuine oversight
  • Choosing not to connect the agent to a data source that would improve performance, because the data protection risk was disproportionate to the benefit
  • Applying least-privilege access to the agent's CRM integration, restricting it to read-only access on specific fields
  • Designing a confidence threshold below which the agent escalates rather than responds, because the consequences of a wrong confident answer are significant

Component 4 — Human Oversight Framework

What this component covers: A clear description of every human oversight checkpoint in your workflow — what the human reviews, what information they have, what they can do if they disagree, and why this constitutes meaningful oversight.

What to draw on: Your annotated workflow map (the human oversight checkpoints layer), Lesson 2 of Unit 3 (the four questions framework), and the human approval gates principle from Lesson 2 of this unit.

What it should demonstrate: That your oversight design is genuine rather than nominal. For each checkpoint, the four questions from Unit 3 should be explicitly answerable: What is the human reviewing? What information do they have? What can they do if they disagree? Is the review time and cognitive load appropriate?

The UK's Algorithmic Transparency Recording Standard — which currently applies to central government and is being extended to a wider public sector — requires organisations to publish structured records of algorithmic systems used in significant decisions, including a description of human oversight arrangements. While this does not yet apply to most private sector deployments, the standard provides a useful template for what meaningful oversight documentation looks like. This component is often where the gap between what a practitioner intends and what they have actually designed becomes visible. If you cannot answer all four questions for each checkpoint, you have identified a design gap that needs to be resolved before the plan is finalised.


Component 5 — Risk Register

What this component covers: A structured list of the key risks to your project — legal, ethical, technical, and change management — with likelihood and impact ratings and proposed mitigations for each.

What to draw on: Your Unit 2 Legal Self-Assessment flags, your Unit 3 case analysis (the failure modes in the three cases), the threat landscape from Lesson 1 of this unit, and the safe agent adoption principles from Lesson 2.

Structure each risk entry as follows:

The four risk categories to cover:

Legal risks: Data protection gaps, Equality Act exposure, Article 22 obligations not yet addressed, outstanding compliance questions from your Legal Self-Assessment.

Ethical risks: Fairness concerns about outputs, transparency gaps, accountability gaps, situations where harm could occur that your current design does not prevent.

Technical risks: Prompt injection vulnerabilities, data access scope issues, failure modes without escalation paths, dependencies on external services or data that could change.

Change management risks: Staff resistance, skill gaps, insufficient training, changes to job roles not yet communicated or consulted on.


Component 6 — Next Steps and Governance Sign-Off

What this component covers: What needs to happen before this project moves into design and build? Who needs to approve it? What conversations have you had or need to have?

What it should demonstrate: Specific, actionable, and realistic next steps — named people, specific conversations, real timelines. This section is the bridge between the plan and the project. It should be written as if your line manager is going to read it and decide whether they have confidence that the governance of this project is in good hands.

Structure this section around three questions:

What decisions are outstanding? For each open question from the compliance position and risk register, who has the authority to make that decision and what specifically do you need from them?

What conversations have already happened? Record any discussions with line managers, DPOs, HR, or other stakeholders that are relevant to the governance of this project. Note what was agreed and what was left open.

What is the proposed sequence? If you were to proceed, what is the order of next steps? Which conversations need to happen before others? What is a realistic timeline?


What a strong Responsible AI Adoption Plan looks like

Integrated. It references and builds on your business case, legal checklist, stakeholder summary, and annotated workflow map. It is not written from scratch — it synthesises your previous work into a coherent whole.

Honest. It clearly distinguishes between what is confirmed compliant, what is uncertain, and what needs further input. The plan does not present false certainty about unresolved questions.

Actionable. The next steps section is specific — named people, specific conversations, real timelines. A vague "consult with relevant stakeholders" is not actionable.

Written for a real audience. It should be readable by your line manager, not just by your skills coach. Technical language should be accessible to a non-technical reader. Acronyms should be explained on first use.

Produce your Responsible AI Adoption Plan using the six-component structure below. This document extends and annotates your existing AI Opportunity Business Case from Module 1 — you do not rewrite the business case, you add to it and build the responsible design layer on top.

Component 1 — Stakeholder Impact Summary

Describe who is affected by your automation and how. Draw on your Stakeholder Wellbeing Summary from Unit 1. For each group affected, describe the nature of the impact and what design decision you made as a result of understanding it.

Summarise your compliance position based on your Unit 2 Legal Self-Assessment. Organise your response under three headings: Confirmed compliant; Requires further action (with specific next steps for each); Organisational sign-offs needed (with named roles and specific questions).

Component 3 — Responsible Design Decisions

Summarise the key ethical and governance choices you made in designing your solution. For each decision: what the choice was, why it was made, and what the alternative was that you chose against. Reference your annotated workflow map.

Component 4 — Human Oversight Framework

Describe every human oversight checkpoint in your workflow. For each checkpoint, answer the four questions: What is the human reviewing? What information do they have? What can they do if they disagree? Is the review time and cognitive load appropriate?

Describe what needs to happen before this project moves into design and build. Name specific people, specific conversations, and realistic timelines. Record what has already been discussed and what is still outstanding.


💡 Distinction note: A distinction-level Risk Register does not just list risks. It analyses the interdependencies between risks — where two or more risks are connected such that one can amplify or trigger another — and proposes mitigation strategies that are proportionate, specific, and connected to the responsible design decisions already described in the plan.
